Competition entry for the National Civil Training Center dedicated to emergency conditions instructive activities for the local authorities as well as for the general public.
The scheme suggests an 'ark' shaped building floating above a wide pit roughly the size of the plot, symbolizing the stable and secure remnant of the aftermath.
Reached by bridged paths from the perimeter, the main entrance level is widely open and transparent, leading to an 'under-water' lower exhibitions floor connected to external demonstration yards, and upstairs to conferences and administration upper-deck.
